Stephen Candela, MBA

Senior Consultant
 

Mr. Candela joined SEC3 as a Senior Compliance Consultant. Stephen brings over thirty years of experience as a regulator working at the Securities and Exchange Commission ("SEC"). In June 1975 he joined the New York Regional Office of the SEC as a Compliance Examiner in the Investment Company division. From 1975 to 1977 he participated in many examinations of large New York Investment Company complexes, including Accumulation Plans and UIT's, as well as several Closed End Funds.

In 1977 he moved to the Washington Regional Office where he was part of the Investment Adviser branch until 1982 when he transferred to the Broker Dealer Branch (1934 Act Compliance). In 1985 he took his experience in all three branches and became a member of the Enforcement Branch. In 1987 he transferred to the Philadelphia Regional Office and continued as an Enforcement Staff Accountant until 1994. During this time he participated in many high profile cases, several of which he discovered himself.

Mr. Candela has experience in testifying at trials and before grand juries about the workings of Ponzi Schemes, Abusive trading practices and accounting issues. He has assisted both the IRS and the US Attorney with numerous cases. In 1994 he became a Branch Chief in the Division of Investment Management. In 2002 he became a Branch Chief for the Division of Market Regulation. During his tenure as Branch Chief he referred numerous cases to Enforcement that were discovered during examinations he or his staff conducted. He retired in 2006 after almost 31 years with the Commission. Stephen Candela attended Bryant College in Rhode Island and graduated with honors in the Management Program in 1972. He attended Arizona State University from 1972-74 where he graduated with a MBA in December 1974.
